Madagascar is an island nation in the Indian Ocean. It has a population of 24 million people with a life expectancy of 65 years (men) and 68 years (women). In May 2008, Madagascar subscribed to the International Health Partnership (IHP+). The National Development Plan 2015-2019 observes that the underfunded health system suffers from low quality of care, insufficient immunization coverage and limited access to essential medicines. It defines six strategic axes for health development interventions taken up by the National Health Policy Strategy Plan 2015-2019. The implementation of these priority interventions will contribute to the achievement of universal health coverage (UHC). The UHC Partnership (UHC-P) supports the roll out of the National Health Strategy to set up coordination structures and the development of the implementation plan for the national UHC strategy. It also supports the improvement of health financing strategies and ensures human resources for health and capacities of health providers to provide quality care during emergencies.
